Bihar is set for a major political reset as the new NDA government prepares to be sworn in at 11:30 AM on Thursday at Gandhi Maidan in Patna. Chief Minister Nitish Kumar will take oath once again, alongside an expected 20-member council of ministers, marking the beginning of a fresh power-sharing formula between the BJP, JD(U), LJP (Ram Vilas), HAM, and RLM.
The BJP is holding crucial discussions on its top leadership picks. Samrat Choudhary and Vijay Kumar Sinha are being considered for the Deputy Chief Minister post, though the party may appoint two Deputy CMs, possibly including a woman. Former Deputy CM Renu Devi is also being discussed for a comeback. Vijay Sinha is simultaneously being evaluated for three major roles - Deputy CM, Speaker, and State BJP President.

Probable BJP Ministers
A number of senior BJP faces are likely to return, along with a few new entrants. Names currently under active consideration include:
Nitin Nabin
Shreyasi Singh (shooter-turned-MLA, among the new faces)
Rama Nishad
Nitish Mishra
Janak Ram
Samrat Choudhary
Vijay Kumar Sinha
Mangal Pandey
Renu Devi
The BJP chief Dilip Jaiswal is also being viewed as a strong contender for Deputy CM.
Likely JD(U) Ministers
Several heavyweights from JD(U), who were part of earlier cabinets, may find their place again. The possible JD(U) ministers include:

Shravan Kumar
Lesi Singh
Ratnesh Sada
Madan Sahni
JD(U) may also introduce new faces such as:
Umesh Kushwaha (state president)

From ally parties, smaller but impactful names are being considered:
Sneh Lata (RLM), wife of Upendra Kushwaha, is in contention.
From HAM, national president Santosh Kumar may continue as a minister.
NDA's Internal Meetings & Power-Sharing
Ahead of the swearing-in, the NDA's legislative groups held a series of back-to-back strategy sessions. With Nitish Kumar set to take oath on 20th November, BJP observers - including Keshav Prasad Maurya, Arjun Ram Meghwal, and Sadhvi Niranjan Jyoti - have been overseeing the negotiations.
On Tuesday, JD(U) leaders Sanjay Jha and Lalan Singh met with Home Minister Amit Shah, alongside BJP President J.P. Nadda, at Shah's residence for a three-hour discussion. Talks focused on the Speaker's post, the Home Department, and the final cabinet formula.
Speaker & Home Department: The Key Tug-of-War
The Speaker's position has become a major point of negotiation. JDU has expressed interest in the post, although sources indicate it may remain with the BJP.
In the previous NDA government:
Speaker: Nand Kishore Yadav (BJP)
Deputy Speaker: Narendra Narayan Yadav (JD(U))
The Home Department continues to be another critical portfolio. Nitish Kumar has historically retained this ministry and wants to continue holding it. BJP, however, has placed a strong claim on the department, given the party's emphasis on law and order during the campaign.
Cabinet Formula Finalised
According to reports, an internal formula has been agreed upon:
BJP → Highest number of ministerial berths
JD(U) → Second highest
LJP (Ram Vilas) → 3 to 4 ministers
HAM → 1 minister
RLM → 1 minister
JD(U) is likely to retain its experienced leaders, while BJP may opt for a mix of old and new faces to refresh its representation in the cabinet.
The NDA stormed back to power in Bihar, winning 202 seats in the 243-member assembly, with BJP bagging 89, JD(U) 85, LJP(RV) 19, HAM 5 and RLM 4.
With Nitish Kumar set to assume office once again, the new Bihar cabinet minister list 2025 is expected to balance experience, caste representation, and alliance dynamics. The final list will reflect a carefully negotiated power-sharing arrangement aimed at ensuring stability within the NDA while preparing Bihar for its next phase of governance.
