The Union Budget 2026 has been presented, and healthcare, long seen as a social spending line item, has been elevated to a strategic economic priority with a raft of major announcements designed to strengthen India's healthcare system, expand access, boost domestic medicine and biopharma production, and integrate traditional and modern care pathways.

1. Major Push for Biopharma Manufacturing: 'Biopharma Shakti'

A new and exciting chapter for the biopharma sector in India is in motion. Finance Minister Nirmala Sitharaman launched the Biopharma Shakti initiative, committing ₹10,000 crore over five years to solidify India's leadership position in the global biopharma sector. This initiative is more than just the development of new biopharmaceuticals; it focuses on biologics and biosimilars, which are essential in the treatment of cancers, autoimmune diseases, and other chronic diseases.

2. Expanding Regional Healthcare and Medical Tourism

In terms of regional healthcare, the initiative provides a strong vision for the development of medical infrastructure and medical tourism. Five regional medical hubs will be established across the country, integrating traditional AYUSH practices with modern, state-of-the-art diagnostic, hospital, and rehabilitation facilities.

As part of this initiative, three new All India Institutes of Ayurveda (AIIAs) will be established to further the cause of Ayurveda research and education. Additionally, the AYUSH pharmacy business and testing labs will be developed to achieve high-quality standards and receive international certifications.

Moreover, the budget provides exciting milestones, such as the establishment of a new National Mental Health Institute (NIMHANS 2) and the establishment of these five medical tourism hubs. The theme of this budget is wellness, employment, and maintaining India's leadership position in the global healthcare sector.

3. Focus on Integrative and Traditional Medicine

Budget 2026 gives a big boost to AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha, Homoeopathy), treating traditional systems as essential complements to modern medicine. Along with expanding institutes, the plan includes training 1.5 lakh caregivers over five years and creating new allied health disciplines, such as optometry, applied psychology, anaesthesia and behavioural health, to support holistic healthcare services.

Recognising that quality care requires professionals, the Budget includes proposals for strengthening healthcare education. This includes increasing training in allied health professionals, improving existing campuses, and perhaps supporting new pharmaceutical education institutes to enhance the sector's capabilities.

5. Clinical Trials and Research Support

There will be the development of a strong research infrastructure through the launch of a network of 1,000 accredited clinical trials across India. The aim is to move forward the cause of evidence-based medicine and provide more patients with access to clinical trials across the country.
