Size doesn't matter breed does
In most cases, the size of a dog does not have any bearing on its nature. It is the breed that makes a dog aggressive or friendly. For example, Chow Chows are small dog breeds but they are not friendly. The breed of the dog makes it aloof, almost like a cat.

Purpose of breeding
In the ancient times, dogs were bred for a purpose and not just for being pets to human beings. But today, we have forgotten the original cause for their breeding. Lapdogs

Dog rage
Some dogs have bi-polar personality. They can fly into a rage at one moment and then get back to their passive self in a matter of seconds. While some dog breeds like spaniels are prone to dog rages, it can happen to any dog. Most often we don't expect a small dog to rage and thus, we can be alarmed.
