This couplet is translated adopting the line of K Srinivasan;
Penance gives what they wish (in heaven) To men who cherish penance (in this world).
Penance in this world automatically fulfills their wish in the next. Perhaps the inference would also follow that penance would give them what they wish for, in this world too.
Sangam literature provides confirmation to this idea in a line a 'Kalithogai':
