None, fearing public disgrace, will venture on a project,
Without full deliberations and a clear decision.

In Thirukural, Kural 464, Thiruvalluvar emphasises on planning ahead judiciously.

Obviously, no manager of a business worth his name and reputation, will begin a project, without clear-headed planning and analytical decision. For if he does so, it will surely render himself open to the ridicule of his peers, and the reproach of the public and ultimate disgrace.

A relevant passage occurs in 'Inna Narpathu" says:

“Thoatram illaadhaan thunivu innaa"
